28th October 2026 – (Hong Kong) The government is expected to disclose the findings of the Wang Fuk Court fire investigation as soon as tomorrow, following last Thursday’s (22nd October) submission of the report by the Independent Committee set up after the Tai Po incident. Officials are understood to be preparing a press conference to address the conclusions and to outline a package of reforms aligned with the report’s recommendations.
According to sources, the report sets out four key proposals, notably the creation of criminal offences to target bid rigging in building maintenance projects, a comprehensive overhaul of the major‑repairs workflow and supervisory regime, and legislative amendments to substantially raise the ceiling on penalties for breaches. In tandem, a steering committee chaired by the Chief Secretary for Administration will be established to drive the reforms and advance the necessary legal changes, with one measure expected to be an explicit statutory ban on collusive tendering in property maintenance and the introduction of specific criminal liabilities for such conduct.
