28th October 2026 – (Beijing) The fifth plenary session of the 20th Central Committee entered its third day on Wednesday with the agenda centred on sustained efforts to advance full and rigorous governance of the Communist Party. State media said the campaign continues to push deeper and extend to the grassroots, tackling malpractice and entrenched problems to ensure the fruits of modernisation are shared more fairly across the population.
Citing recent cases, reports noted that a farming subsidy in Xinyuan Village, Shanghai’s Songjiang District, failed to reach eligible households for more than a decade after the area pursued whole‑village land transfers. A dedicated inspection last year by the district discipline and supervision authorities concluded that agricultural subsidies must be paid in full and on time regardless of other programmes, leading to back payments of over 100,000 yuan to more than 30 families. In another example, the discipline body in Chongqing’s Liangjiang New Area added school canteens to its rectification agenda, uncovering instances of misappropriated meal fees and illicit payments to officials. The local education bureau was subsequently urged to roll out an “AI plus smart canteen” platform to oversee nearly 400 public school cafeterias via cloud supervision, a move some parents said has strengthened food safety assurance.
A separate state media commentary argued that the system of comprehensive and strict party governance emphasises proactive self‑discipline and institutional responsibility, charting a path distinct from Western models of party alternation. It suggested this offers reference value for political parties in developing countries, contending that building concepts and approaches rooted in national history and current circumstances can bolster cohesion and vitality, thereby better advancing modernisation.
