2nd November 2026 – (Hong Kong) The Independent Commission Against Corruption has charged two former senior figures at Johnson Cleaning Services Company Limited with conspiring to accept advantages worth more than HK$75 million in relation to the purchase and maintenance of cleaning vehicles. The defendants, identified as William Fung Chi‑wang, 54, a former director of Johnson and former chief executive of its parent company, and Jimmy Lee Sai‑leung, 57, a former general manager at Johnson, are scheduled to appear for mention at Kwun Tong Magistrates’ Courts this morning, 2nd November.

Both men were charged on Friday, 30th October, with one count of conspiracy for an agent to accept advantages, contrary to section 9(1)(b) of the Prevention of Bribery Ordinance and section 159A of the Crimes Ordinance. At the time of the alleged offences, Fung oversaw Johnson’s operations, including subcontracts, purchase orders and payment approvals, while Lee reported directly to him.

Investigators allege that between November 2024 and January 2026, Johnson acquired several fleets of cleaning vehicles from a supplier and routinely engaged the same supplier for maintenance, incurring total expenditure exceeding HK$160 million. The charge contends that Fung and Lee conspired to accept bribes totalling over HK$75 million from parties including the supplier’s proprietor as a reward for showing favour to the supplier in Johnson’s business dealings.
