29th October 2026 – (Hong Kong) The Labour Department (LD) announced an immediate administrative sanction against The Incorporated Owners of Nan Fung Industrial City, terminating the processing of its application to import workers under the Enhanced Supplementary Labour Scheme (ESLS) and refusing to handle any further submissions from the owners’ corporation for one year.
The LD said an investigation found the owners’ corporation had breached ESLS requirements by supplying false information on the number of full‑time local employees during its application. The department stated that the misconduct warranted decisive administrative action with effect from today.
Reaffirming the obligations on employers, a spokesman stressed that any company seeking to import workers under the ESLS must give priority to suitable local candidates and comply fully with scheme conditions, labour and immigration laws, and the Standard Employment Contract.
