27th October 2026 – (Hong Kong) The Labour Department announced it has imposed an administrative sanction on Pionier Laundry Limited and Coucou (HK) Catering Management Company Limited, immediately terminating the processing of applications they had previously lodged under the Enhanced Supplementary Labour Scheme. From today, the department will also refuse to process any new applications from the two firms under the scheme for a period of one year.

The decision follows an investigation which found that the companies breached scheme requirements after bringing in workers under the ESLS. According to the department, the firms provided false information about the number of full‑time local employees and failed to maintain the required continuous manning ratio of two full‑time local employees to one imported worker.

A department spokesman stressed that employers seeking to import labour must strictly observe ESLS rules and give priority to suitable local candidates. Officials reiterated that if an employer violates labour or immigration laws, the scheme’s conditions or the Standard Employment Contract, the Labour Department may take administrative action, including halting the processing of submitted applications, withdrawing prior approvals for worker importation and declining to consider subsequent applications.
