27th October 2026 – (Hong Kong) Yuen Long District Councillor Sei Chun-hing, convicted of unlawful sexual intercourse with a girl under 16 over an encounter some 15 years ago, heard mitigation submissions today as District Judge Stanley Chan Kwong-chi adjourned sentencing to 3rd November and kept him in remand.
Sei, now 39 and born in 1987, was found guilty of one count of unlawful sexual intercourse with a girl under 16. The charge said that on 14th March 2011, in a Tin Shui Wai flat, he had intercourse with girl X, then aged 13. A linked indecent-assault count involving the same complainant was dismissed. The case is listed as DCCC907/2024.
Counsel urged a light sentence, stressing Sei’s community work and good character. The defence said that at the time of the offence he and the girl were a genuine couple in love; although he did not use a condom, he did not ejaculate inside her, and after intercourse their relationship grew even closer. Judge Chan, having heard the plea, reserved sentence until early November.
A letter from Sei’s wife, who was hurt in a traffic accident in 2023 and cannot work full-time, described him as a devoted husband who cared for his family and served the public. After studying graphic and multimedia design he worked in stage design and founded Ecoprops, a platform for reusing stage props. During the pandemic he finished a distance degree in business administration.
He later became an assistant to Legislative Councillor Ma Fung-kwok and, when the cultural sector was hit by Covid restrictions, helped bring the trade within the Anti-epidemic Fund. Elected a district councillor in 2024, he has assisted elderly people living alone and handled home repairs, drawing thank-you letters from Yuen Long residents. His team has dealt with more than 4,000 cases, with about 140 still to finish. After his arrest he remained active, including as a Tin Hau Festival organiser in Shap Pat Heung in 2025, and carried out duties the day before he gave evidence.
The defence said the offence, when Sei was only 23, had nothing to do with his later council seat; that years of effort had been ruined by wide media coverage; and that his political career was over. He hoped to start again and look after his wife. Counsel noted he had no prior record from that age until now, argued the case differed from typical underage-sex prosecutions because the pair were in love, and said the ten-year age gap was not especially large. The only aggravating feature cited was the lack of a condom; the judge replied that the absence of ejaculation inside the girl did not remove the risk of pregnancy. A report before the court said Sei was not a pedophile, had formed no further relationships with young girls, and posed no real risk of reoffending — points counsel asked the court to weigh before sentence.
