3rd November 2026 – (Hong Kong) Yuen Long district councillor Sze Chun-hing was today sentenced to two and a half years in prison after being convicted of unlawful sexual intercourse with a girl under 16, over an offence in a Tin Shui Wai flat when she was 13.
District Judge Stanley Chan Kwong-chi passed sentence at the District Court. Mr Sze, 37, had denied the allegation that on 14th March 2011 he had unlawful sexual intercourse with complainant X, then 13. He was convicted after trial. A separate indecent assault count — alleging that in November 2008 at Ko Shan Road Park in To Kwa Wan he indecently assaulted X when she was 11 — was dismissed after trial.
The court heard that X, born in 1997, first met Mr Sze when he was a drama tutor’s assistant in her primary-school drama group. They later kept in touch by phone. She said he often watched her and started conversations. In November 2008, while she was still in primary school, he collected her after class and took her to Ko Shan Road Park to talk; they also took photographs.
In early October 2010, she and friends watched a play he took part in, Memories… Are Beautiful!?. After that reunion, they became a couple. Once they were dating, she said, he repeatedly asked for sex in clear or coded terms, called her “wife” and messaged that as a couple they ought to be intimate. He also said that if she refused it meant she did not love him enough. On Valentine’s Day 2011, he bought her a gift and told her to return the favour a month later, saying they should celebrate with something white.
On White Day, 14th March 2011, she went alone to his Tin Shui Wai home. Only the two of them were there. She said intercourse took place without a condom; she was 13.
In mitigation, Mr Sze had said they were a genuinely loving couple. Though no condom was used, he claimed he did not ejaculate inside her, and that afterwards the relationship felt even sweeter. In his defence at trial he denied any intercourse in March 2011, saying their dating amounted to meals of noodles or egg waffles. He cast the 2008 park photographs as a lens effect and said he treated her as a child then. After a row in August 2011 he found her tiresome, recalled a junior schoolmate after watching the film Those Years, We Went After Girls, cooled toward X, later left her and dated the junior — alleging X had falsely accused him out of spite.
X gave evidence of how they met and how sex was pressed for. Mr Sze claimed through a female friend he had been introduced to former legislator Ma Fung-kwok, who attended court. For the sentencing court the live issue was the 2011 count alone: a district councillor now serving two and a half years for unlawful sexual intercourse with a child under 16, after the park indecent assault charge failed for want of proof.
