Over 800 no-shows at LCSD facilities prompt strict enforcement measures


17th April 2024 – (Hong Kong) The Leisure and Cultural Services Department (LCSD) has suspended 18 individuals from booking fee-charging leisure facilities after they failed to show up for their reserved sessions. This disciplinary action is part of a broader initiative to address absenteeism and misuse following the introduction of the HK$500 million SmartPLAY system.

Between 1st April, 2023, and 29th February, 2024, a total of 821 no-show incidents were recorded, underscoring the challenge of ensuring that public sports facilities are used as intended. The SmartPLAY system, equipped with real-name registration, was specifically developed to combat issues such as touting and the unauthorized booking of facilities.

In response to concerns about automated bookings, the LCSD confirmed enhancements to the SmartPLAY system, including the implementation of a new firewall and an advanced anti-bot solution designed to prevent computer programs from accessing the booking system. These measures are aimed at maintaining fair access to facilities and preventing the exploitation of the reservation process.
