4th October 2025 – (Hong Kong) Educational arrangements for young learners across Hong Kong have been adjusted as the Hong Kong Observatory prepares to issue the Strong Wind Signal, No. 3 this afternoon. In response to the impending severe weather, the Education Bureau has announced the suspension of all classes at kindergartens, schools for children with physical disabilities, and schools for children with intellectual disabilities from noon today.
While classes are formally suspended, the affected institutions have been directed to keep their premises open and implement appropriate contingency measures to care for any students who may have already arrived. Schools must ensure safe conditions are in place before permitting children to return home.
The decision comes as Tropical Cyclone Matmo continues its path across the northern part of the South China Sea, with forecasts indicating it will intensify as it moves toward the Leizhou Peninsula and eastern Hainan Island. Meteorological authorities have indicated that the potential need for higher warning signals will be assessed this evening, dependent on the storm’s development and its proximity to the Pearl River Estuary.
Weather conditions are expected to deteriorate throughout the day, with strengthening winds, cloudy skies and occasional squally showers and thunderstorms. The initial very hot conditions, which were forecast to reach 33 degrees Celsius in urban areas, will be moderated by the strengthening east to northeasterly winds, though these will simultaneously increase the stormy conditions across the region.
