Hong Kong Housing Authority to begin Green Form Subsidised Home Ownership Scheme flat selection in August

17th August 2026 – (Hong Kong) The Hong Kong Housing Authority has confirmed that eligible applicants for the 2025 Green Form Subsidised Home Ownership Scheme will be invited in batches to select flats starting from 25th August. Notifications will be sent via mail or email, and flat selection appointments will be held at the Housing Authority’s dedicated sales office in Kwun Tong according to each applicant’s category and priority status.

Through its ongoing range of subsidised sales schemes, the Authority aims to enhance the “housing ladder,” assisting tenants of Public Rental Housing and other qualified applicants in achieving upward mobility. Earlier this year, applications opened for the 2025 Green Form scheme alongside the new Home Ownership Scheme and White Form Secondary Market Scheme. Ballots were drawn on 10th July for these initiatives, and the Authority now encourages eligible applicants to seize this opportunity to realise their aspirations for home ownership.

The 2025 Green Form sale features more than 800 new flats in the centrally located Shing Chi Court development in Kowloon Bay, with saleable areas ranging from approximately 26 to 43.6 square metres. Additional offerings include about 120 resale Green Form flats as well as around 400 recovered flats from the Tenants Purchase Scheme. Prices for the new flats in Shing Chi Court will range between $1.68 million and $3.54 million, with discounts set to ensure affordability. In line with policy, these flats will be sold at 40 per cent below the assessed market value—10 per cent more than the standard Home Ownership Scheme discount—allowing eligible residents to purchase at 60 per cent of market value.

For example, assuming a flat is priced at $2.7 million with an area of about 35.3 square metres, the monthly mortgage payment is estimated at around $11,500, based on a 95 per cent loan-to-value ratio over 30 years at the prevailing 3.5 per cent interest rate. The Authority has also prioritised families with elderly members or newborns, who will benefit from flat selection quotas, as well as providing a quota for one-person applicants to ensure individual buyers can access new homes.

Details regarding each development, including sales brochures, price lists, project models, virtual tours, and video previews of sample flats, will be accessible at the Sales Office and through the Housing Authority’s website from 18th August until the close of the selection period. The Authority will facilitate reasonable access for viewing recovered flats wherever possible.
