HKSAR government participates in joint emergency response and rescue exercise in Jiangmen with Guangdong and Macao

Personnel of the Security Bureau and the Fire Services Department's Disaster Response and Rescue Team today (May 27) departed for Jiangmen special service fire station to conduct a 48-hour Guangdong-Hong Kong-Macao joint emergency response and rescue exercise.

27th May 2024 – (Hong Kong) Personnel from the Security Bureau (SB) and the Fire Services Department’s Disaster Response and Rescue Team embarked on a 48-hour joint emergency response and rescue exercise at the Jiangmen special service fire station today. The exercise aims to prepare for the implementation of the emergency mobilization and coordination mechanism under the Greater Bay Area Emergency Response and Rescue Operational Plan.

The Operational Plan focuses on strengthening the emergency response and rescue capabilities of Guangdong, Hong Kong, and Macao to effectively handle contingencies such as disasters and natural hazards that may impact the three regions. It seeks to enhance the overall standards of emergency response management and promote the efficient utilisation and sharing of emergency response and rescue resources. The plan encompasses various cooperation outcomes, including the establishment of technical and knowledge exchange mechanisms, resource-sharing mechanisms, and emergency mobilization and coordination mechanisms. The exercise will specifically test the cross-boundary green channel, which facilitates the smooth flow of personnel, equipment, and supplies during emergency response operations, as well as the activation and joint command mechanisms of the Operational Plan.

To ensure the success of the cross-boundary exercise, the SB, relevant authorities under the Central Government, and units of the Guangdong Provincial Government have maintained close communication and coordination. This exercise marks not only the first joint exercise involving fire rescue units from the three regions on the Mainland but also the first deployment of fire appliances from the Hong Kong Special Administrative Region to participate in such an exercise. This showcases a high level of integration among the fire rescue units of Guangdong, Hong Kong, and Macao and establishes a solid foundation for future implementation of the green channel under the Operational Plan.

Currently, the governments of Guangdong, Hong Kong, and Macao are in the process of formulating the Operational Plan. It is expected that in mid-June of this year, they will sign the Guangdong-Hong Kong-Macao Emergency Management Cooperation and Greater Bay Area Emergency Response Operation Cooperation Framework Agreement in Hong Kong. Under this agreement, personnel from the three regions will be able to leverage each other’s strengths to enhance emergency response management in Guangdong, Hong Kong, and Macao. This will further bolster the emergency response and rescue capabilities of the three regions, contributing to the development of emergency response management and rescue work in the Greater Bay Area. The ultimate goal is to create a vibrant living environment that is ideal for residents, businesses, and tourists alike.
