11th September 2026 – (Hong Kong) The Government today released the subscription and allocation outcomes for the latest tranche of Silver Bond, confirming overwhelming retail interest. As at the close of the subscription period on 4th September 2026, placing banks and designated securities brokers recorded 476,703 valid applications seeking a combined principal amount of HK$119,306,240,000.

In view of the exceptional demand, the final issue size has been fixed at HK$55 billion, above the HK$50 billion target. Allocations have been made in line with the mechanism set out in the Issue Circular. All valid applicants have received bonds up to a cap of 13 units, with each unit valued at HK$10,000. Of the 88,422 applications for 12 units or fewer, every applicant was allotted the full amount requested. Among the 388,281 applications for more than 12 units, each received 12 units, after which a ballot determined additional allotments, resulting in 97,396 applicants being granted one extra unit.

The Silver Bond, issued under the retail portion of the Infrastructure Bond Programme, will be delivered on 15th September 2026. Individual notifications detailing allocation results, subscription monies applied and refunds for any excess application monies will be sent to applicants.

Financial Secretary Paul Chan said the latest batch again set new highs for both the number of applicants and the total subscription amount, underscoring Silver Bond’s appeal to senior citizens as a safe and steady investment choice. He added that proceeds will be channelled to capital works that advance Hong Kong’s infrastructure and urban development while enhancing quality of life. He said the Silver Bond scheme will remain under ongoing review, taking into account investor response, market conditions and other relevant factors.
