EMSD releases latest lift maintenance cost information of private residential and commercial premises

26th May 2023 – (Hong Kong) Hong Kong’s Electrical and Mechanical Services Department (EMSD) has released the latest maintenance cost information for lifts in private residential and commercial premises. The data was collected through a sampling survey conducted by an independent consultant, analysing the average monthly maintenance costs of approximately 8,260 lifts at 2,080 locations across Hong Kong.

For private residential buildings, the average monthly lift maintenance costs, based on lift travel level and rated speed of the lift, are as follows:

  • 1 to 15 levels and rated speed of ≤1.0m/s: HKD 4,886 (+2.8% compared to the last survey)
  • 1 to 15 levels and rated speed of >1.0m/s: HKD 5,586 (+2.9% compared to the last survey)
  • 16 to 25 levels and rated speed of ≤1.5m/s: HKD 5,184 (+2.1% compared to the last survey)
  • 16 to 25 levels and rated speed of >1.5m/s: HKD 7,135 (+2.2% compared to the last survey)
  • 26 to 35 levels and rated speed of ≤1.75m/s: HKD 6,264 (+0.2% compared to the last survey)
  • 26 to 35 levels and rated speed of >1.75m/s: HKD 9,252 (+2.1% compared to thelast survey)
  • More than 35 levels and rated speed of ≤2.5m/s: HKD 9,637 (+0.7% compared to the last survey)
  • More than 35 levels and rated speed of >2.5m/s: HKD 10,040 (+0.3% compared to the last survey)

For private commercial buildings, the average monthly lift maintenance costs, based on lift travel level and rated speed of the lift, are as follows:

  • 1 to 15 levels and rated speed of ≤1.5m/s: HKD 6,906 (+1.3% compared to the last survey)
  • 1 to 15 levels and rated speed of >1.5m/s: HKD 8,792 (+1.1% compared to the last survey)
  • 16 to 25 levels and rated speed of ≤2.0m/s: HKD 7,970 (+1.2% compared to the last survey)
  • 16 to 25 levels and rated speed of >2.0m/s: HKD 11,758 (+0.6% compared to the last survey)
  • 26 to 35 levels and rated speed of ≤3.0m/s: HKD 10,467 (+3.1% compared to the last survey)
  • 26 to 35 levels and rated speed of >3.0m/s: HKD 15,036 (+1.1% compared to the last survey)
  • More than 35 levels and rated speed of ≤3.5m/s: HKD 20,557 (-0.9% compared to the last survey)
  • More than 35 levels and rated speed of >3.5m/s: HKD 24,942 (-5.3% compared to the last survey)

The survey results will serve as a useful reference for property owners and developers in selecting registered lift contractors for maintenance and repair services. The EMSD has emphasized the importance of regular lift maintenance to ensure safety and reliability, and to prevent accidents and breakdowns.

The EMSD has also urged property owners and developers to engage registered lift contractors for maintenance services, as they are required to comply with the Lifts and Escalators (Safety) Ordinance and relevant regulations. Registered contractors are also required to possess valid licenses and employ qualified personnel to carry out maintenance and repair works.

The EMSD has been actively promoting lift safety through various initiatives, including regular inspections, public education campaigns, and the implementation of the Lift Modernisation Subsidy Scheme. The scheme aims to encourage property owners to upgrade the safety and reliability of their lifts by providing financial incentives for the installation of modern lift systems and safety devices.

In addition, the EMSD has launched the “Lift Safe 24/7” mobile application, which provides real-time updates on the safety and status of registered lifts in Hong Kong. The app allows users to check thesafety records and maintenance history of registered lifts, and report any safety issues or malfunctions to the EMSD for prompt action.
