23rd March 2023 – (Beijing) The Chinese Foreign Ministry has stated that the U.S.’ containment will not hinder China’s development, but only strengthen its resolve and capability of reaching self-reliance of high technologies. This came as the US Commerce Department on Tuesday (U.S. time) unveiled “national security guardrails” of its CHIPS and Science Act, limiting recipients of U.S. government funds from investing in most semiconductor manufacturing in countries including China for ten years after the date of award.
The department will restrict chipmakers that obtain the funding from expanding output by 5 percent for advanced chips and 10 percent for older technology. Foreign Ministry spokesperson Wang Wenbin said the US’ guardrails are “outright technological blockade and protectionism” and China is firmly opposed to these moves. Meanwhile, industry experts claim that the US’ CHIPS and Science Act will unlikely succeed in attracting the return of chipmakers to the US.
