26th July 2025 – (Hong Kong) At approximately 4.57pm, a suspected burst water pipe at I-Feng Mansion, 237A To Kwa Wan Road, To Kwa Wan, led to flooding in the electricity meter room near Block A. Witnesses reported hearing an explosion-like sound as water entered the facility.
Police were dispatched to the scene and, citing potential risks to repair personnel entering the flooded meter room, requested assistance from the electricity company. To ensure safety, the power supply to all four blocks of the building was temporarily shut off to facilitate emergency repairs.
Residents expressed concerns online, with one commenting, “The saltwater pipe burst, flooding the meter room. There might be no power for the next few days.”
Relevant authorities are working to restore electricity as soon as possible while ensuring safety measures are in place. The public is advised to stay updated on further announcements regarding the situation. According to one resident, I-Feng Mansion houses numerous subdivided flats, with an estimated total of several hundred, or even over a thousand, residents affected.
Meanwhile, a large number of residents began evacuating, with some boarding police-arranged minibuses to the Hung Hom Community Hall, while others opted to stay with relatives or friends. Elderly individuals with mobility difficulties required assistance to be carried downstairs. By around 10pm, the Hung Hom Community Hall had reached full capacity, and any additional residents seeking temporary shelter were redirected to the Kai Tak Community Hall.
A spokesperson for CLP Power reported that this evening, water leakage is suspected to have affected electrical equipment in the customer switch room at I-Feng Mansion in To Kwa Wan, disrupting part of the building’s power supply. At approximately 6.15pm, CLP temporarily suspended all power to the site at the request of the Fire Services Department to facilitate further investigation and repairs by the building’s electricians. The power outage impacted approximately 904 customers, including three elderly care homes. The spokesperson noted that the building’s electricians immediately began emergency repairs, while CLP engineers promptly arrived on-site to provide support and closely coordinated efforts with the electricians.
As large numbers of residents evacuated to community halls for temporary shelter, the Hung Hom Community Hall reached full capacity by around 10pm, prompting authorities to redirect remaining evacuees to the Kai Tak Community Hall.
The spokesperson added that the CLP Community Support Team maintained close communication and coordination with the Home Affairs Department, local district councillors, and the Care Team, arranging temporary lighting equipment and portable batteries to assist affected residents. These were placed in the building’s public corridors to address the power outage. Additionally, CLP’s customer managers were on-site to liaise with the building’s management office and affected elderly care homes, delivering portable lighting and batteries to ensure the safety of senior residents. The spokesperson emphasised that the CLP team remains in close collaboration with the building’s management and other parties to restore power to I-Feng Mansion as soon as possible.
