25th September 2023 – (Hong Kong) A police officer residing in a disciplinary forces dormitory was arrested for allegedly sexually assaulting a 7-year-old girl while assisting her on her way home. The officer took advantage of the situation and engaged in inappropriate behaviour, but his actions were exposed due to the presence of a closed-circuit television camera inside the residence. Following the revelation, the police confirmed the arrest of the officer and suspended him from duty. The case was brought before the Sha Tin Magistrates’ Courts this morning.
The accused, identified as Leung Kwai-fung, a 34-year-old married individual who claimed to be a police officer, has been charged with one count of committing indecent acts against a child aged below 16. Currently, he is not required to enter a plea. The prosecution requested a 12-week adjournment to allow for further investigation, including fingerprint matching, DNA testing, analysis of closed-circuit television footage, and seeking legal opinions. The presiding judge ultimately postponed the case until 18th December for further mention. The defence applied for bail on behalf of the accused, which was granted by the judge. The judge approved the defendant’s release on a cash bail of HK$20,000 and his wife as a surety for the same amount. The defendant is prohibited from contacting the prosecution’s witnesses, entering the premises involved in the case, must reside at the reported address, report to the police station twice a week, and surrender his travel documents to prevent leaving the city.
During the court proceedings, Leung Kwai-fung appeared calm while dressed in a grey windbreaker and wearing glasses. Despite his shorter stature, he displayed a composed demeanour and acknowledged the charges brought against him.
According to a police spokesperson, the case originated from a report received on 20th September. The complaint alleged that a 7-year-old girl was subjected to a suspected sexual assault by a male individual at around 3.45pm on the same day at a unit located on Tai Wo Hau Road in Kwai Chung. After conducting a thorough investigation, the police arrested a 34-year-old man surnamed Leung in the Kwai Chung district on the following day, 21st September, on charges of indecent assault against a child below the age of 16. The case has been assigned to the Serious Crime Unit of the New Territories South Region. The arrested individual was revealed to be an off-duty police officer belonging to the West Kowloon District and has already been suspended from duty.
