Applications for HK$5,000 electronic consumption vouchers scheduled to start on 4th July (Updated: 11.30am)


7th June 2021 – (Hong Kong) “The Budget” announced by government earlier includes a distribution of HK$5,000  electronic consumption vouchers to local citizens. The government’s preparations are entering the final stage. According to sources, the government has tentatively scheduled to start accepting applications on 4th and 5th July. Citizens can register online or fill out a written form. When registering, they need to choose one of the four stored-value facility payment methods and fill in the account number of the relevant platform, citizens can receive the coupons within this summer.

Financial Secretary Paul Chan said when attending the Panel on Financial Affairs this morning that citizens can register for the electronic consumption vouchers program on 4th July to receive subsidies. He pointed out that the preparation work has entered the final stage and is currently conducting system tests with 4 stored-value facility operators and other cooperating units. If the test goes well, the details, including registration procedures and distribution arrangements, will be announced in the second half of this month.

At the same time, applicants must declare that they have not left Hong Kong for more than a certain period of time, otherwise they may not meet the eligibility criteria. If they have left Hong Kong, they must provide reasons. According to government documents, there are four categories of people who can be exempted including those who are participating in Fujian or Guangdong programs and studying abroad.

The government distributed HK$5,000 in electronic consumption vouchers to Hong Kong residents over 18 and new arrivals, involving HK$36 billion, benefiting about 7.2 million people. The government has selected four stored-value facility operators to assist in the implementation including AlipayHK (Alipay), Octopus, Tap & Go and WeChat Pay.
