24th August 2026 – (Hong Kong) An investigation by local media HK01 has mapped fifty-four people linked to Democratic Alliance for the Betterment and Progress of Hong Kong District Councillor Peggy Wong Pik-kiu’s proxy-vote network at Wang Fuk Court, with at least three authorisations tied to owners who had already died.
The probe builds on an Excel spreadsheet titled units authorising Wong, disclosed during hearings into the estate’s fatal fire. Senior counsel Victor Dawes SC, representing the independent committee, said the post-blaze management firm Hop On Management Company Limited, submitted the file among its records. It lists 131 proxy votes from a special owners’ meeting on 11th December 2021 — roughly one quarter of all proxies cast that day — though most entries name other people as the authorised representative, not Wong herself.
Wong said through lawyers that management company ISS EastPoint Property Management Ltd compiled the spreadsheet as a joint tally with volunteers, incumbent committee members and community contacts, and that she personally received only about twenty proxies. The file nevertheless became a route map to a wider circle than the headline figure suggests.
Reporters from HK01 found at least three cases involving owners who were no longer alive when proxies were counted. In one Wang Yan House upper-floor flat, the registered owner had died eleven months before the meeting; the widow handed over a blank proxy and suspected forgery. That vote was assigned to Tam Tak-wing. In a lower-floor unit in the same block, the owner is believed to have died in or before 2014, yet land registry records were not updated until 2026. Proxies from that flat appeared at meetings in December 2021 and January 2024, authorising Lau Wing-hung and then Ng Oi-ling respectively. Ng, a former member of the Wang Fuk caring team, was also named in Wong’s 2021 spreadsheet.
Of the 131 entries, two were void — one with no owner or proxy recorded, another where the owner’s name did not match the Land Registry. The remaining 129 valid proxies involved fifty-four authorised persons. Wong topped the internal count with twenty-three units listed, but meeting records show she received twenty-nine proxies on the day. Former owners’ corporation chairman Tang Kwok-kuen appeared for six units in the file yet collected 122 proxies in total. Altogether, the fifty-four people named collected 254 unit proxies at the 2021 meeting, nearly double the spreadsheet tally.
At least fourteen names match current or former district caring-team members. They include Ting Kit-mui, Sun Siu-ling, Shek Yuk-chun and Ng Ling-lan of the Po Nga team — three of twelve members — plus figures such as Wong Kam-yau and Ho Kam-kwai linked to other teams. DAB Tai Po district councillor Mui Siu-fung, captain of the Wang Fuk caring team, confirmed Ng’s membership but said he did not know why a deceased-owner proxy reached her. He told a district council panel on 20th August that a single 2021 proxy in the file belonged to a friend he attended for without voting, and that he did not know Tam Tak-wing.
Another name is Lam Miu-ling, a Wang Fuk resident and former deputy public relations officer of the Federation of Trade Unions’ Motor Transport Workers General Union. Footage from the 2021 meeting shows an owner surnamed Ho challenging a proxy Lam held for a unit Ho did not recognise, demanding police be called, while Wong stepped between them. Lam received two proxies according to the file; Wong has posted photos with her online.
Wong was absent through illness from the 20th August council session and had not responded before publication to questions about deceased-owner proxies. The 2021 meeting itself was called after five per cent of owners petitioned to replace the incumbent corporation, which added a consultant-selection item and retained office before appointing x as engineer.
