51-year-old Assistant Taxation Officer sentenced to 1-year probation order for threatening officers at HA and Immigration Department to ‘kill’ ex-Chief Executive


8th August 2022 – (Hong Kong) A 51-year-old Assistant Taxation Officer suffering from obsessive-compulsive disorder and other illnesses sent emails using the name “Chi Shing Lau” to threaten the Hospital Authority and Immigration Department officers successively on 3rd March 2022 and in July 2022, asking them to ‘kill’ the then Chief Executive Carrie Lam, otherwise he would destroy the property of the Immigration Department. The assistant Taxation Officer earlier pleaded guilty to three counts of criminal intimidation and was sentenced to one-year probation in the Eastern District Court today (8th). The chief magistrate pointed out that due to his personal problems, the defendant lacked emotional control. He was remanded for 2 weeks pending a mental report.

Taking into account the report that the defendant was willing to receive counselling to solve his own issues, the chief magistrate accepted the suggestion to impose a 1-year probation order and reminded the defendant that he must follow the instructions of the probation officer, including receiving psychiatric counselling and participating in community services.
