2nd December 2022 – (Hong Kong) A 43-year-old man, Peter who molested only girls in school uniforms aged 11 to 13 was sentenced in 2014. He was released in 2018 after serving his sentence. He has 8 convictions in the past, involving 11 charges, 5 of which involve indecent assault
However, less than two years after he was released from prison, he followed an 11-year-old girl in school uniform in Kwai Shing West Estate. He strangled her from the back in the corridor of the building, pressed her chest with his hands, and even tried to drag the girl away. He pleaded guilty to indecent assault in the Court of First Instance of the High Court earlier and was sentenced to 6 years and 4 months in prison today (2nd).
The judge had previously urged the Department of Justice to amend the regulations to impose stricter penalties on habitual offenders of indecent assault, and asked the Department of Justice to explain the progress. She said today that she learned that the Law Reform Commission is now proposing legislation to increase the maximum penalty for sexually assaulting children aged 13 or under to 14 years in prison, and it has been submitted to the Security Bureau for consideration. She now urges the relevant authorities to deal with it as soon as possible.
